When I go to he download screen it comes up and says would you like to view the getting started instructions (from the GCP wiki) when i hit yes or no. It says I could not create folder C:\users\phil\documents\gamecommanderpro\game support> when i hit ok it shuts down GCP so I have no way of trying to configure it or install. HELP please

You could be picking up and old copy of the download files.
Clear your internet explorer cache, and it should go away.
Apps written using Microsoft technology (like GCP) use internet explorer components for internet communication, so make sure you clear the IE cache, even if you don't use IE as your browser.

Sounds like a UAC issue. Make sure UAC is disabled.
